Cannabis legalization in France: where do we stand in 2025? Laws, CBD and culture 420

Cannabis legalization in France: where do we stand in 2025?

While our European neighbors are taking action, France remains one of the most restrictive countries in Europe regarding cannabis. In 2025, the consumption, possession, and cultivation of cannabis will remain illegal, except for strictly regulated medical use.

However, things are changing. Public debate has never been so active: associations, politicians, doctors and even some economists are advocating for structured regulation, like the German model.

What the law currently allows

Since the end of the medical cannabis experiment, therapeutic use has been tentatively extended for some patients suffering from chronic pain, epilepsy or multiple sclerosis.
However, cannabis for recreational use remains prohibited:

  • Detention = fixed fine of €200
  • Culture = crime
  • Selling is punishable by imprisonment.

CBD , meanwhile, is permitted as long as the THC content does not exceed 0.3% . This liberalization has led to the emergence of hundreds of online and physical stores, creating a genuine legal market for cannabis-based wellness products.

Culture 420 in France

Despite the ban, 420 culture is developing through the CBD universe, alternative festivals, content creators and influencers who advocate a more open approach to the subject.
Mentalities are changing, and France is seeing the emergence of a more informed generation, aware of the public health issues and economic opportunities linked to legalization.

Perspectives: towards regulated legalization?

With the gradual legalization in Germany and Luxembourg, and the partial decriminalization in several countries, France is under increasing European pressure.
Experts believe that a controlled opening of the cannabis market could generate several billion euros in tax revenue and ease the burden on the courts.
But for now, the government remains cautious: priority is given to prevention and regulation of CBD.

Between legality and chill culture

While France has been slow to embrace CBD, the 420 community continues to keep the movement's laid-back and responsible spirit alive. CBD , designer accessories, and related products allow this culture to be celebrated legally.
